ResourcesYouth Development eUpdateThe Youth Development eUpdate is published electronically four times a year to provide information on promising practices in the areas of positive youth development, independent living, and permanency planning for adolescents. PublicationsOur publications page offers a variety of reports, studies, curriculums, and strategies focusing on older youth in out-of-home care. Also included are links to the NCWRCYD’s Promising Practices monographs. Make sure to check back often for regular updates. State Independent Living CoordinatorsEach state has specified at least one Independent Living Coordinator to supervise the implementation of IL services for their agency. Independent Living Coordinators are an excellent resource for distributing information for programs in their state. Administration for Children and Families (ACF) Regional OfficesRegional offices oversee the administration of programs, which include: Temporary Assistance for Needy Families (TANF), Tribal TANF, Head Start, Child Support Enforcement, Foster Care, Child Welfare, Adoption Assistance, Child Care, Runaway and Homeless Youth and Developmental Disabilities. The regions guide the programmatic and financial management of ACF programs in their jurisdictions and provide assistance, resources, and information to the various entities responsible for administering these programs. The link is a listing of the location of regional offices and contact persons for the regions. The ACF is administered by the United States Department of Health and Human Services. Children's Bureau National Resource CentersThe overarching goal of the NRC's is to help States, Tribes, and public child welfare agencies implement Federal legislation intended to ensure the safety, well-being, and permanent placement of children who enter the child welfare system. These Centers conduct needs assessments, provide on-site technical assistance, identify and disseminate best practices, and coordinate and collaborate with other national resource centers and agencies. Approval for assistance from these centers is through regional contacts. Federal ClearinghousesThe Clearinghouses provide information, products and technical assistance services that help professionals locate information related to their designated topic. The Clearinghouses can help you find research, statistics, State laws, and resources on topics that are pertinent to their area of expertise. FYSB Transitional Living Program GranteesThe Transitional Living Program is part of FYSB's Runaway and Homeless Youth Program and is authorized by Public Law 106-71. Through the TLP, FYSB supports projects that provide longer term residential services to homeless youth ages 16–21 for up to 18 months. These services are designed to help youth who are homeless make a successful transition to self-sufficient living. TLP grantees are required to provide youth with stable, safe living accommodations and services that help them develop the skills necessary to move to independence.
