National Child Welfare Resource Center
for Youth Development

The University of Oklahoma National Child Welfare Resource Center for Youth Development (NCWRCYD) increases the capacity and resources of States and Tribes to effectively help youth in care establish permanent connections and achieve successful transitions to adulthood. The Center can help States incorporate youth into all areas of programs and services, implement services that address legislative requirements, prepare for Child and Family Services Reviews (CFSR) and Program Improvement Plan (PIP) development, and implementation. The Center bases its technical assistance and training around the four core principles of, youth development, collaboration, cultural competence, and permanent connections.

NCWRCYD's Goal

To build capacity within states and tribes to effectively meet the needs of adolescents in state and tribal child welfare systems.

NCWRCYD's Objectives

To help states and tribes:

  • Achieve the goals of the Adoption and Safe Families Act of 1997— safety, permanence, and well–being.
  • Implement the Foster Care Independence Act of 1999.
  • Assist with the Child and Family Review Process.

NCWRCYD's Four Core Principles

   Youth Development
   Collaboration
   Cultural Competence
   Permanent Connections

NCWRCYD focuses our concentration in Technical Assistance and Training on the four core principles which support effective policies and practices.

Technical Assistance and Training Services

The NCWRCYD focuses on increasing the capacity and resources of State, Tribal, and other publicly supported child welfare agencies to effectively meet the needs of youth who will be emancipated from the child welfare system. This will be accomplished by helping adolescents achieve the Adoption and Safe Families Act of 1997 goals of safety, permanency, and well-being through the effective implementation of the John H. Chafee Foster Care Independence Act of 1999 and other related programs.

The NCWRCYD values the unique strengths, needs and resilience of adolescents, and challenges agencies to do the same. The NCWRCYD is available to assist states and tribes to incorporate positive youth development/involvement approaches into all areas of programs and services, to implement services that address legislative requirements, to prepare for Children and Family Services Reviews and Program Improvement Plan development, and to meet the increased call for accountability and outcomes in child welfare services.

Training and technical assistance activities are directed at assisting states and tribes in four primary areas:

NCWRCYD collaborates with several outside agencies and organizations to continuously improve our ability to offer appropriate technical assistance and training. We work with:
